
Ken Zhao, Vice Chairman & President of Construction Dept.
Ken Zhao is Vice Chairman of New Empire Corp. & President of Construction Dept., and has
extensive experience in ground up construction, residential and hotel building conversions and
building renovations in the New York metropolitan area. Mr. Ken is responsible for leading all of
the organization's construction activities. He oversees a team of over 300 professionals at multiple
project sites closely and has successfully completed more than 100 projects of different kinds
and sizes in the New York City. He is also very familiar with New York City’s control inspection
procedures and necessary requirements associated with their implementation.

Kannon Tam,
Executive Vice President of New Empire Builder Corp.
Kannon Tam serves as the Executive Vice President of New Empire Builder Corp. and is
responsible for overseeing the organization's daily construction activities. Mr. Tam brings more
than 20 years of building construction experience. Some of the projects that were completed under
his supervision and leaderships are 38 Wilson Ave(B); 286 Stanhope St(B); 148 E24 St(M); 12 E76
St(M); 65 Park Place(B); 214 W39 St(M); 107 Prospect Park West(B), 355 St Marks Place; 288 Sackett
Street(B); 431 Broome Street(M); 442 E183 Street(B); 576 3rd Ave(B); and 834 Sterling Place(B). Mr.
Tam holds a Bachelor’s degree in Architecture from the Pratt Institute.

F. Anthony Santiago
Chief Operating & Compliance Officer
Anthony is currently the Chief Operating & Compliance Officer of New Empire Corp. and its related subsidiaries (NEC). He is responsible for their global operations and the vertically integrated real estate development divisions of all its functional drivers. His key role is to prepare for institutional capital and scalability. As an experienced Operational Executive, he oversees the organization’s procedures and is responsible for maximizing efficiencies to standardize, centralize, and optimize operations and workflow, to meet returns to investors and capital partners. As a Real Estate and Investment Executive both within the Private, Public and Government sectors, as well as part of a third-generation private real estate equity family, Anthony has over 25 years of experience. He has raised $100M for his private portfolio and continues to assist in raising capital for NEC and Dream-Co. During the Giuliani and Bloomberg Administrations, he was appointed by the NYC Housing Authority's Chairman, where he supported and operated a $600M development portfolio and was also appointed to assist with a $100 Million divisional staff and relocation reorganization. Anthony was also appointed to a 40-member strategic planning committee by the CEO of Connecticut's state water authority's (MDC) for a $2.2 billion horizontal Commercial Project.
Most recently, Anthony has traveled to over 20 countries on a capital roadshow to germinate international markets for the NEC real estate development platform. He has been invited to speak at multiple international events, open only to select individuals, such as PERE and other institutional conferences. He has shared the stage with panelists with over $ 5 billion of AUM , and another focused on the State of the US Real Estate Cycle in 2019 where the room had over $1Trillion of AUM.
